Who is The Unforged Good For?
The Unforged have ATK substats and passive that gives more ATK to the wielder, and more ATK increase will be gained while character protected by shield. So as long as you bring shielder in your team (Zhongli, Diona, Layla, etc), you can use this weapon for regular ATK scaling dps character: Diluc, Beidou, Eula, Razor, and Chongyun.
How about Noelle? She can cover shield requirement on her own, so it’s good for her?
The answer is NO. Noelle is DEF scaling character. You can trigger ATK increase but it won’t do much for her. Better use The Unforged for other character and craft Whiteblind for Noelle instead.
