Jadefalls Splendor is 5 star catalyst with HP substats. It’s support weapon, made for Baizhu only. And yes, it’s not that great. Kinda dissapointing considering that other weapon from Jade series have CRIT Rate substats.
If you want to use it for Kokomi or Barbara, don’t. Better stick with Moonglow, of f2p alternative like Prototype Amber and TTDS.

To put it simply, Jadefalls Splendor is catalyst with HP substats and some extra energy refund, only work with Bailu.
Yes, Both Kokomi and Barbara can benefit from it’s HP substats but it’s better to use other HP weapon for them. You can go for premium Everlasting Moonglow, craftable Prototype Amber, or even easy to obtain Thrilling Tales of Dragon Slayers.
